Abstract
The present research articles is focused on describing and explaining the legal, institutional and social articulations existing between Neoliberalism, citizenship, human rights and public policies directed towards the population with the Autism Spectrum Condition in Acapulco Guerrero during the period 2015-2023. Following this order of ideas, it is conceptualized that neoliberal ideas positively influence the construction of public policies generating social mechanisms of self-management in the personal and family environments of the autistic population, which affects the responsibility of the State and weakens their human rights and the conditions of these policies to create social justice. This puts this sector of the population in vulnerable situations since neoliberal ideas redefine the roles of the Market, civil society and the State. The market acquires a central role in the distribution and accumulation of income, while the State becomes the janitor of the market since it has to generate the optimal conditions for the functioning of the free market, abandoning its social responsibilities and transferring them to citizens. Theory: From the analytical approaches of citizenship and neo-institutionalism, it is theorized that, when public policies are implemented with an approach based on neoliberal ideas, The State stops exercising its public responsibilities and transfers them to society. Methodology: The qualitative approach was used, applying the technique of semi-structured surveys.
